【摘要】Governments may offer discriminatory policies to favor local firms and distort market outcomes. In this study, we identify a channel of such local protectionism in China’s pharmaceutical markets, namely, designing drug formulary for public insurance programs. We first show that China’s pharmaceutical companies have a much higher market share in their local markets than other markets (i.e., home bias), and the differences cannot be explained by differences in local demand variations or transportation costs. We then show that differential government policy attributes to the pattern: the provincial governments are more likely to include drugs produced by local firms in the social insurance drug formulary menu. Moreover, after adding to the provincial drug menu, local firms experienced a larger revenue increase. We discuss the potential welfare benefits of unifying the drug formulary nationally.
