【摘 要】The dramatic changes in China found both with the expansion of the education system and with the transformation of the economy provide an opportunity to investigate how the labor market rewards skills. This paper estimates the evolution of the labor market returns to cognitive skills and to a college degree in China over the past decade. Between 2007 and 2018, the return to cognitive skills is virtually constant at 10% for full-time workers with at least a high school education, whereas the college premium (relative to high school graduation) drops steeply by more than 20 percentage points. The regional differences in returns are significant and highlight the importance of differential demand factors. The return to a college degree is somewhat higher in economically more developed regions, while the declining trend is most pronounced in the most developed region. Over time, the return to cognitive skills weakly increases in more developed regions and weakly decreases in less developed regions. Using complementary data with a more general measure of cognitive skills, we find overall returns to cognitive skills and a college degree to be comparable with estimates for the more-developed OECD countries.
