【摘要】This paper studies how local governments respond to population aging by reducing migration restrictions through Hukou reforms in China. We develop a new panel dataset on Hukou reform that varies across cities from 1997 to 2022 and employ a Bartik IV of local aging rate to estimate the causal impact of aging on Hukou reforms. We find that cities experiencing higher levels of aging are more likely to lower the threshold for migrants to obtain local Hukou. This effect is more pronounced in prefectures with low fertility rates. These findings suggest that policymakers are using labor market liberalization as a policy tool to mitigate the negative effects stemming from the growing scarcity of the working-age population in the aging era.
