我院赵克锋老师做客央视新闻点评世界互联网大会

    12月15日，互联网经济学者、我院赵克锋老师做客央视新闻点评世界互联网大会。近期，赵老师已陆续约三十次受邀做客中央电视台，点评互联网经济、创新经济、中国经济等热点问题和解读诸如达沃斯论坛、陆家嘴论坛、世界互联网大会、五中全会等会议。

问：在全球史无前例的互联网发展下，对这次乌镇会议有什么期望？

Q1, The conference is being held when the world is driven by an unprecedentedly trend of hi-tech and Internet development. With all that's been achieved, what are the biggest expectations from this year's gathering in Wuzhen?

答：那么多国家领导人参加这次会议意味着国际社会支持让中国一起参与谋求互联网世界的共识。ITU, UN, WIPO, World Economic Forum等都是这会议的协办方。其实，在习主席九月访美和12月后续的华盛顿高层对话，两国已经在打击网络犯罪等领域紧密合作。这告诉我们两国不认为互联网世界是零和游戏，是可以共赢的。这次乌镇会议会为明年六月关于环球互联网治理、网络安全等战略高层对话铺垫。其他乌镇会议的重要议题包括：互联网文化传播、互联网创新和发展、数字经济合作、互联网+、数字丝绸之路。

Ans: So many country leaders attended this conference signals the support of the international community to involve China to shape consensus of the Internet world. Important international organizations such as ITU, UN, WIPO, World Economic Forum are all co-organizers. Indeed, during President Xi’s visit to the States in Sep and the following high-level dialogue about network governance in Washington between the two countries in Dec, China already worked hand in hand with the States in areas such as cybercrimes. This tells us a lot that the two countries are not viewing the Internet world as a zero-sum game. Each country will benefit if we work together. This conference will further facilitate the next meeting between the two countries in June by paving ways on strategic-level discussions on global Internet governance and cyber security. Other important topics to be expected include Internet culture communication, Internet innovation and development, digital economic cooperation, Internet plus, and digital silk road.

问：中国正很好的利用了互联网趋势，在您看来，中国做得怎么样？依据今年习主席的评论，您觉得中国在互联网和高科技的道路是往那方向走？

Q2, China is making full use of the Internet trend. In your opinion, how is China doing so far? And from President Xi Jinping's remarks earlier this year, where are you seeing the country is heading in its hi-tech and Internet drive

答：中国做得很好的。中国有顶尖的IT专家和世界级的IT基建，看看大会上如百度无人驾驶车和电信的5等领先技术展示就知道。在更宏观的层面，依据中国互联网络信息中心的数据，
“十二五”期间， 互联网经济在GDP中，2014年达到7%，占比超过很多发达国家，中国智能手机累计出货量超过10亿部， 移动数据及互联网业务收入达到约27000亿元，年均增速达50%以上， 中国IT投资规模达到1万亿元 。互联网相关上市企业328家，其中在美国上市61家，沪深上市209家，香港上市55家，市值规模达月8万亿元。

从习主席的的评论可以看到中国是在积极为参与者创造价值，同时在自由和秩序间去取得平衡。乌镇会议将会为网络空间的社会建立命运共同体，倡导尊重多样化和谋求共识。

习主席领导了中央网络安全与信息化小组，国内互联网管理的控制权更清晰了，对于公用品的提供很有帮助，但市场经济告诉我们其中一些将来会慢慢的让市场去做。我们可以从以往中央推行政策寻求蛛丝马迹，政府往往在每个城市把政策本地化去试验，例子包括房购。所以，我认为互联网管理可以跟管理房价、汽车限购一样采取实验方法，把互联网管理领域模块化，因地制宜，总结经验再大规模推广。

Ans: China is doing great. China has top-notch IT experts and world-class IT infrastructure.  Just look at the technological highlights of the conference this year such as Baidu’s self-driven vehicles and China Telecom’s 5G. On a more macro-level, according to CNNIC, the Internet sector accounts for 7% of China’s GDP, exceeding many developed countries’. China already produced 1 billion smart phones and invested RMB1000 billion in IT infrastructure. The Internet business is now growing at an average of about 50%, accounting for a total of RMB270 billion. There are 300 Chinese Internet companies listed, 61 of which listed in the States, and 55 listed in Hong Kong. The total value is about RMB8000 billion.

President Xi’s remarks suggest that China is definitely looking at ways to create values for everyone involved while striking a balance between freedom and order. The conference will be a platform for building a cyberspace community of shared destiny, advocating worldwide respect to diversity and building consensus.

With President Xi’s leading the cyber security and information administration committee established a while ago, the control rights of certain Internet areas are now more well delineated. That could be a good way to decide the provision of public goods. But market economy tells us that eventually some of which might need to be slowly given to the market. And we have clues about how the Central Government experimented with new policies such as housing--the government let each city use a slightly different version of the policy and then evaluated the results. So it seems important for the government to modularize more Internet governance areas so experimentations of new policies could be carried out.
