【摘要】This article examines whether and how transboundary river water pollution spillover may affect resident’s Willingness to Pay (WTP) for a river water quality improvement project. Based on a CVM survey conducted in 2012 in 20 cities located in the Xijiang river basin, our results demonstrate that the downstream city respondents report significantly lower WTP when the water quality in the city immediately upstream is more heavily polluted. We also found this negative externality decrease as the distance between cities adjacent along the river grows and as the negotiation power of a downstream city compared to its direct upstream counter-partner increases.
