【摘要】We extend earlier research evaluating the Quebec Family Policy by providing the firstevidence on the distributional e ffects of universal child care on two specifi c developmentaloutcomes. Our analysis uncovers substantial policy relevant heterogeneity in the estimatedeff ect of access to subsidized child care across two developmental score distributions forchildren from two-parent families. Whereas past research reported findings of negativeeff ects on mothers and children from these families, igniting controversy, our estimatesreveal a more nuanced image that formal child care can indeed boost developmentaloutcomes for children from some households: particularly disadvantaged single-parenthouseholds. In addition, we document signifi cant heterogeneity that diff ers by child gen-der. We present suggestive evidence that the heterogeneity in policy e ffects that emergesacross child gender and family type is consistent with di fferences in the home learningenvironments generated by parents behaviors that are previously present and are shapedby responses to the policy.
