【摘要】The rise in schooling attainment of women relative to men is an emerging worldwide phenomenon. This paper provides an explanation by examining the impact of the One-Child Policy (OCP) enforcement changes at teenage on the education of girls. Using the temporal, regional and intensity variation in the policy financial penalty, we find that stricter policy enforcement at teenage is associated with higher likelihood of completing senior high school for women. The estimates suggest 30 percent of the increase in education of women born during 1945-1980 and 50 percent of the narrowing of the gender gap in education could be explained by the introduction of OCP. Furthermore, the policy-induced higher educated women are then more likely to work, hold white-collar occupations, and postpone their marriage age, marry to a husband with higher education. And these ex post outcomes can partly explain the association between OCP fines at teenage and girls’ education. These findings suggest that expectation on lower fertility induced by the family planning programs in developing world is likely to be an important but ignored factor in enhancing women’s education.
