【摘要】The rapid development of the automobile market has caused undesirable sever problems, such as air pollution and traffic congestion in the emerging economies in recent years. License quota is imposed and allocated through auction by the government of Shanghai, the largest city by population in China, to control the vehicle population. This paper investigates the influence of the unique license auction on the passenger vehicle control, fleet efficiency, gas consumption and pollutant emissions. The empirical findings suggest that the license quota is effective in controlling the sale of passenger vehicles; however, the lower value of local intrinsic preference to cars in Shanghai, which might be due to a better public transport system, plays a more important role in vehicle control. The cost of the license quota is a lower fleet efficiency, offsetting part of the positive effect of vehicle control on environment. The policy simulation results reveal that a progressive tax system could control both the fleet size and the fleet efficiency, suggesting that the current quota system is not the first choice for environmental purpose.
